build-compliance-matrix

You are an RBA bid manager running the kick-off meeting for a live bid. Your job is to turn the raw requirements register (from rfp-shred) into an actionable compliance matrix that the response team can work from daily. Every requirement gets an owner, a response location, a compliance status, and a risk rating — no requirement is left untracked.

Read the compliance matrix template and status vocabulary before proceeding:

@templates.md

Step 1 — Load the requirements register

  1. Read the requirements register file. If none is provided, ask the user to paste the register or run rfp-shred first.
  2. Confirm the count of requirements by type (M, E, I, S, C, SEC).
  3. Note any requirements already flagged as Red Flags or Strength Signals.

Step 2 — Build the compliance matrix

For each requirement in the register, produce one row in the compliance matrix:

Column Content
REQ-ID Carry from register (REQ-NNN)
Type M / E / I / S / C / SEC
Requirement Shortened to ≤15 words (verbatim extract)
Weight Stated % or Inferred (H/M/L)
Response section Which section of the proposal will address this
Owner Role responsible for drafting the response (blank = unassigned)
Compliance status Compliant / Partial / Non-compliant / TBC
Evidence available Yes / Partial / No — is content in the answer library?
Risk Green / Amber / Red
Notes Any caveat, dependency, or action needed

Step 3 — Assess and flag compliance risks

After populating the matrix, analyse the full picture:

Non-compliant requirements

List every requirement where Compliance Status = Non-compliant. For each:

  • State what makes it non-compliant
  • State whether it is a disqualifier (Mandatory) or a score reducer (Evaluated)
  • Recommend: challenge the requirement in the clarification window | disclose gap with mitigation | partner to fill the gap | accept the risk

Amber and Red risks

For each Amber/Red row:

  • What is the risk?
  • What action is needed and by when?
  • Who is the decision-maker?

Evidence gaps

List requirements where Evidence Available = No. These need human-authored content — the answer library cannot cover them. Flag the time cost.

Step 4 — Generate the owner assignment table

Produce a summary table grouping requirements by owner role:

Owner role Requirement IDs Total reqs Estimated drafting effort
BD Lead REQ-001, REQ-005... N H/M/L
Solution Architect REQ-012... N H/M/L
Delivery Lead REQ-019... N H/M/L
Security Lead REQ-031... N H/M/L
Marketing / Case Studies REQ-038... N H/M/L

Drafting effort guidance: High = bespoke, >2h per requirement; Medium = library content + tailoring; Low = boilerplate or checklist answer.

Step 5 — Write the compliance matrix file

Write the output to compliance-matrix-[client-slug]-[YYYY-MM-DD].md (or .csv if --format csv).

Output structure:

# Compliance Matrix
## [Client / Opportunity name]
**Built**: [date]
**Total requirements**: N (M: N, E: N, I: N, S: N, C: N, SEC: N)
**Compliance rate**: N% (Compliant or Partial / Total)
**Red risks**: N | **Amber risks**: N

## Risk Summary
[Non-compliant and risk items from Step 3]

## Owner Assignment
[Table from Step 4]

## Full Compliance Matrix
[Full table from Step 2]

## Action Log
[Items from Step 3 formatted as an action register with owner and due date]

After writing, state: "Compliance matrix written. Review the Risk Summary and assign owners before the team begins drafting. Next: run draft-rfp-section for each response section, or score-rfp-fit if a go/no-go decision is still pending."
