estimate-sow-builder
Install
Pick the surface you use. Plugins run inside Claude Code, which is available in the terminal CLI, the desktop app on Mac and Windows, the web app at claude.ai/code, and the VS Code and JetBrains extensions. The slash commands are identical on every surface.
From inside any Claude Code session — terminal, desktop app, web app, or IDE extension:
-
Add the RBA Skills marketplace (only needed once per machine):
/plugin marketplace add rbaconsulting/rba-skills-plugin -
Install estimate-sow-builder:
/plugin install estimate-sow-builder@rba-ai-hub -
Activate it without restarting:
/reload-plugins
Prefer to browse and click? Run /plugin inside Claude Code to open the interactive plugin manager. It looks the same in the desktop app, web app, terminal, and IDE extensions.
-
Open the plugin manager:
/plugin - Press Tab to reach Marketplaces, choose Add, then enter
rbaconsulting/rba-skills-plugin. - Press Tab again to Discover. Search for
estimate-sow-builder, press Enter, and pick a scope (User, Project, or Local). - Run
/reload-pluginsto activate it.
If you have the Claude Code CLI installed and want to drive it from a normal shell prompt:
$ claude plugin marketplace add rbaconsulting/rba-skills-plugin
$ claude plugin install estimate-sow-builder@rba-ai-hub The next Claude Code session loads it automatically.
Overview
Estimate & SOW Builder
Inconsistent estimates leak margin; vague statements of work invite scope creep. This plugin gives RBA delivery leads, project managers, and business analysts a repeatable, auditable pipeline that takes a project brief from rough T-shirt sizing all the way to a client-ready Statement of Work.
What's in the bundle
| Artifact | What it does |
|---|---|
build-estimate skill |
Produces a structured estimate (hours by role and phase) from a project brief, using RBA's layered estimation model with T-shirt sizing, velocity anchors, and platform-specific effort multipliers for Sitecore, Optimizely, Umbraco, and Azure. |
generate-wbs skill |
Generates a hierarchical Work Breakdown Structure (WBS) from a project description or approved estimate, decomposing effort into phases, workstreams, tasks, and sub-tasks with owner roles and milestone gates. |
draft-sow skill |
Drafts a complete Statement of Work from an approved estimate and WBS, populating all standard SOW sections (scope, deliverables, assumptions, exclusions, timeline, pricing, RACI, acceptance criteria, change-order clause). |
risk-weight-estimate skill |
Applies risk weighting to a raw estimate, scoring each line item across complexity, integration, third-party dependency, and stakeholder-readiness axes; adjusts hours and surfacess a risk register. |
change-order-builder skill |
Drafts a formal change order (CO) when scope evolves mid-engagement — captures delta scope, delta effort, revised timeline, and pricing, referencing the original SOW clause. |
sow-reviewer agent |
Subagent that reviews a draft SOW for commercial risk, missing assumptions, ambiguous acceptance criteria, and consistency with the underlying estimate before it goes to the client. |
/estimate command |
Entry-point slash command: prompts for a project brief and routes to the right skill (build-estimate → risk-weight-estimate → generate-wbs → draft-sow). |
When to use this plugin
- Pre-sales / proposal stage: size a new opportunity, stress-test margins, and generate a first-draft SOW before the pitch.
- Kick-off: convert an approved estimate into a WBS and milestone schedule for Azure DevOps or the project plan.
- Mid-engagement scope change: use
change-order-builderto capture delta scope cleanly, keeping the original SOW contract intact. - SOW review: run
sow-revieweras a final gate before any SOW goes to a client — catches commercial and legal gaps a busy delivery lead might miss under time pressure.
How it works
The estimation model is platform-agnostic and uses swappable platform adapters that apply effort multipliers when the project involves a specific DXP:
- Sitecore XM Cloud / XP: higher integration complexity; Headless/JSS overhead
- Optimizely CMS / One: moderate; feature-flag and A/B test orchestration uplift
- Umbraco Cloud: lower base; custom Examine/search integration uplift
- Azure (App Service, Functions, API Management): infrastructure-as-code overhead
All estimates are role-decomposed (Solution Architect, Tech Lead, Senior Dev, Mid Dev, QA Engineer, UX Designer, BA, PM) so they produce a staffing profile alongside the hour total.
Installing
claude plugin install estimate-sow-builder@rba-ai-hub
Or install the full RBA marketplace first:
claude plugin marketplace add rbaconsulting/rba-skills-plugin
claude plugin install estimate-sow-builder
Permissions required
Skills in this bundle use Read, Write, Edit, and Glob for working with local estimate files and SOW drafts. No external network calls are made — all output is local Markdown. The sow-reviewer agent uses only Read, Grep, and Glob to review SOW files already on disk.

Skills
- build-estimate — Produces a structured project estimate (hours by role and phase) from a brief or requirements summary; use when a delivery lead, PM, or BA needs to size a new engagement or proposal before a SOW is drafted.
- change-order-builder — Drafts a formal Change Order when project scope changes mid-engagement, capturing delta scope, delta effort, revised timeline, and fee adjustment, referencing the original SOW; use when a client requests additional work, a scoped item expands beyond the SOW boundary, or an assumption in the SOW has proven incorrect.
- draft-sow — Drafts a complete, client-ready Statement of Work from an approved estimate and WBS, populating all standard SOW sections including scope, deliverables, assumptions, exclusions, timeline, pricing, RACI, acceptance criteria, and change-order clause; use when a proposal has been approved and a formal contract document is needed.
- generate-wbs — Generates a hierarchical Work Breakdown Structure (WBS) from an approved estimate or project brief, decomposed into phases, workstreams, tasks, and sub-tasks with owner roles and milestone gates; use before kicking off a project or populating Azure DevOps / a project plan.
- risk-weight-estimate — Applies structured risk weighting to a raw project estimate, scoring each line item across complexity, integration, third-party dependency, and stakeholder-readiness axes, then adjusts hours and surfaces a risk register; use after build-estimate and before draft-sow to validate the estimate holds up under scrutiny.
Agents
- sow-reviewer — Reviews a draft SOW for commercial risk, missing assumptions, ambiguous acceptance criteria, and consistency with the underlying estimate before it goes to the client; invoke after draft-sow produces an initial draft.
Slash Commands
- /estimate — Entry-point command for the Estimate & SOW Builder pipeline; prompts for a project brief and routes through build-estimate, risk-weight-estimate, generate-wbs, and draft-sow in sequence or individually.
