Run the complete RBA accessibility audit workflow on a target URL, page, component, or user flow.

## What this command does

1. **Scan** — runs `accessibility-wcag-scan` on the target, producing a severity-ranked finding list mapped to WCAG 2.2 AA success criteria.

2. **Remediate** — runs `accessibility-remediation-plan` on the scan output, producing a sprint-ready backlog in the requested format.

3. **Report (optional)** — if `--vpat` is set, runs `accessibility-vpat-acr` to draft a VPAT 2.5 ACR in the selected edition.

## First-time use on a project

Run the audit once with `--vpat` to establish a baseline and formal ACR. Then set up the
`accessibility-compliance-monitor` skill on a recurring schedule (monthly for EAA-affected
properties, quarterly for ADA-only) to catch regressions.

## Escalating findings

- **Critical findings** — notify the project lead immediately. Do not ship.
- **EAA exposure** — any critical finding on an EU-market property constitutes a compliance gap
  under enforcement-active EAA (since June 2025). Document remediation commitment with a timeline.
- **VPAT submission** — after remediation, re-run the ACR with updated conformance ratings before
  submitting to a client or procurement body.
